description In recent years, in Brazil and around the world, many environments have been able to leverage innovation and technological development in start-ups. These include business incubators, which were born with the mission of supporting the birth and development of innovative projects through the provision of physical, administrative and specialized services. In this scenario, aiming at a better and more comprehensive understanding of the incubation process, its characteristics and its potential for strengthening and supporting incubated enterprises, this study was developed in order to analyze the management of a Technology-Based Business Incubator, focusing on the investigation of the startup business incubation process at the INEAGRO CABUGI Incubator, located at UFERSA - Campus Angicos, during the last five years (from 2013 to 2018). Thus, the purpose of this study was to make a diagnosis, seeking to identify, through analysis, possible difficulties, weaknesses, and the need for improvements in the incubation process, so that the governing body of the incubator can understand the problem. and consequently fight it. Therefore, using specific instruments capable of analyzing the dynamics of this process, it was initially sought to investigate the main reasons that led entrepreneurs to seek support from the Incubator; As well as, it was used a survey of information about the factors that contributed to the incidence of so many discontinued projects (dropouts), in that incubator, during this analyzed period; Finally, the study in question sought to understand the main difficulties that the Incubator faced in relation to its management and its processes. To achieve these objectives, a qualitative, exploratory and descriptive research was carried out, with a documentary analysis in the Incubator's reports and archives, on-site visits, in addition to the main methodological instrument used, which was content analysis, based on information contained in questionnaires (semi-structured), answered by current and former incubators of INEAGRO, and by interviews with managers (current and former) of said incubator; as well as the current managers of other incubators in the state of RN. At the end of this study, the results point to a better understanding of some atypical situations observed in the incubation environment, such as planning not very aligned with what the CERNE management model advocates, as well as the focus of Incubator management team focused more on its internal processes, to the detriment of the incubated companies themselves. The study in question also draws attention to the high turnover rate in INEAGRO's management and technical advice, with frequent replacements occurring in a short period of time, and which, according to most of the surveyed actors, would have contributed greatly to the discontinuity of incubated projects. Finally, this research proposes an action plan to address the possible difficulties identified in INEAGRO's incubation process.

Nos últimos anos, no Brasil e no mundo, muitos ambientes vêm conseguido alavancar a inovação e o desenvolvimento tecnológico nas empresas nascentes. Dentre os tais, destacam-se as incubadoras de empresas, que nasceram com a missão de oferecer suporte ao nascimento e desenvolvimento de projetos inovadores, mediante o fornecimento de infraestrutura física, administrativa e de serviços especializados. Neste cenário, visando uma melhor e mais abrangente compreensão do processo de incubação, suas características e seu potencial de fortalecimento e apoio aos empreendimentos incubados, é que este estudo foi desenvolvido com o intuito de analisar a gestão de uma Incubadora de Empresas de Base Tecnológica, tendo como foco a investigação do processo de incubação de empresas nascentes (startups) na Incubadora INEAGRO CABUGI, localizada na UFERSA – Campus Angicos, durante os últimos cinco anos (de 2013 a 2018). Assim, a proposta deste estudo foi de realizar um diagnóstico, buscando identificar, através de uma análise, possíveis dificuldades, fragilidades, além da necessidade de melhorias, no referido processo de incubação, de forma que o corpo diretivo da referida incubadora possa entender o problema e, consequentemente, combatê-lo. Para tanto, utilizandose de instrumentos específicos capazes de analisar a dinâmica do referido processo, procurouse investigar, inicialmente, os principais motivos que levaram os empreendedores a buscar apoio junto à Incubadora; bem como, foi utilizado um levantamento de informações acerca dos fatores que contribuíram para a incidência de tantos projetos descontinuados (desistentes), na referida incubadora, ao longo desse período analisado; e, por fim, o estudo em questão procurou compreender as principais dificuldades que a Incubadora enfrentou, com relação à sua gestão e seus processos em si. Para alcançar tais objetivos, foi realizada uma pesquisa qualitativa, exploratória e descritiva, com uma análise documental nos relatórios e arquivos em geral, da Incubadora, visitas in loco, além do principal instrumento metodológico utilizado, que foi o da análise de conteúdo, com base em informações contidas em questionários (semiestruturados), respondidos pelos atuais e antigos incubados da INEAGRO, e por entrevistas feitas com gestores (atuais e antigos) da referida incubadora; bem como, dos atuais gestores de outras incubadoras do Estado do RN. Ao final deste estudo, os resultados obtidos apontam para uma melhor compreensão de algumas situações atípicas, observadas no referido ambiente de incubação, como, por exemplo, um planejamento não muito alinhado com aquilo que o modelo CERNE de gestão preconiza, bem como do foco da equipe gestora da Incubadora direcionado mais para seus processos internos, em detrimento das próprias empresas incubadas. O estudo, em questão, também chama atenção para o alto índice de rotatividade na gestão e assessoria técnica da INEAGRO, com frequentes substituições ocorrendo em pouco espaço de tempo, e que, segundo grande parte dos atores pesquisados, teria contribuído, sobremaneira, para a descontinuidade dos projetos incubados.
