Resumo:For several reasons, including historical ones, Brazil has faced a heterogeneous development process, which has contributed to consolidate severe differences among its regions. This scenario of regional disparity produces a series of undesirable consequences which may compromise the nation’s development. Analyzing the way Brazilian government has faced the issue throughout the history, it is possible to notice that, despite the latest efforts to reduce the problem, the unbalanced situation remains. We have not achieved an effective regional development program that may more decisively contribute to ameliorate the effects of this scenario. Sensitive to the necessity of dealing with such problem, Brazilian Federal Constitution has established, in several passages of its text, the need to ease regional disparities. By listing the reduction of regional inequality as a fundament of the Brazilian Republic, as well as a principle to which the nation’s economy must conform, the Constitution means the achievement of such objective must not be susceptible to the convenience of the political and economic forces that operate in the country. This way, a neglectful posture of the State in developing public policies that may help to reverse the problem may compromise its own legitimacy. So as to be successful in this mission, it is mandatory the actions to be put into practice abound with rationality. And the instrument capable of making this ideal of rationality and efficiency feasible is planning. There is no more room for individual and disjointed actions, the ones similar to government handouts, oriented to solve regional problems that arouse, such it has been noticed in Brazilian reality. For this reason, the purpose of this work is to demonstrate how the use of planning practices may be useful to prevent the inefficient and disorganized behavior of public administration. Especially in such a critical area, in which so many “solutions” have already been experienced, acting rationally, by using planning practices, is decisive to orientate new attempts of solving a problem that so much compromises the national development.
