The house is indispensable to the survival of the human being. However, it is not
easily accessable to the poorest population, because its production and
commercialization highlight the exchange value of this good with characteristics
different from the others. The “Programa Minha Casa Minha Vida” (PMCMV), created
in 2009, aims to facilitate access to housing by promoting home ownership for
families with incomes of up to ten minimum wages. The program is divided into three
categories, with category 1 directed to families with income between zero and R $
1800.00. In this category, properties receive direct subsidies of up to 95% of their
price and are financed interest-free within 120 months. During the financing period,
the properties should be used exclusively for the housing of the families
contemplated. In the Metropolitan Region of Natal (RMN) the program worked in nine
of its fourteen municipalities, with 26 developments in 21 locations, totaling 11,276
housing units. In less than ten years of the PMCMV, negotiations are identified for
sale, rental and exchange of real estate in the category 1 of the program - which
should not be sold in the first ten years of contemplation. The objective of this
research is to analyze the occurrences of these negotiations, identifying where, how
and why sales, exchanges and leases of real estate occur, in the 26 developments
PMCMV category 1 in the RMN, delivered until 2016. The data collection and
information began with the monitoring of online classified, which lasted 27 months.
Concomitant field work was carried out, in phase I, in all the PMCMV projects
category 1 in the RMN; in the second phase, the enterprises with the highest
occurrence of negotiations - classified and in phase I - were visited. The research
shows that the poor location, the non-adaptation to the apartment typology, the
possibility to live elsewhere or to acquire another good (highlighting the car), added
to the financial vulnerability are the motives that encourage the residents to dispose
of their real estate to the negotiation. |

No entanto, é de difícil acesso à população mais pobre, pois a sua produção e comercialização fazem sobressair o valor de troca dessa mercadoria com características distintas das demais. O Programa Minha Casa Minha Vida (PMCMV), criado em 2009, objetiva facilitar o acesso à moradia por meio da promoção da casa própria para as famílias com renda de até dez salários mínimos (SM). O programa é dividido em três faixas, sendo a faixa 1 dirigida às famílias com renda entre zero a R$ 1800,00. Nessa faixa, os imóveis recebem subsídios diretos de até 95% do seu preço e são financiados sem juros no prazo de 120 meses. No período do financiamento os imóveis devem ser utilizados exclusivamente à moradia das famílias contempladas. Na Região Metropolitana de Natal (RMN) o programa atuou em nove de seus quatorze municípios, com 26 empreendimentos em 21 localidades, totalizando 11.276 unidades habitacionais. Em menos de dez anos do PMCMV, identifica-se negociações de venda, de aluguel e de troca dos imóveis na faixa 1 do programa – que a rigor não devem ser comercializados nos primeiros dez anos da contemplação. O objetivo dessa pesquisa é analisar as ocorrências dessas negociações, identificando onde, como e por que ocorrem as vendas, as trocas e as locações de imóveis, nos 26 empreendimentos faixa 1 do PMCMV na RM de Natal, entregues até o ano de 2016. A coleta de dados e informações iniciou com o monitoramento dos classificados online, que durou 27 meses. Concomitante foram realizados trabalhos de campo, na fase I em todos os empreendimentos do PMCMV faixa 1 na RM de Natal; na segunda fase, foram visitados os empreendimentos com maior ocorrência de negociações – nos classificados e na fase I.
