Análise da participação e percepção da comunidade local sobre o uso turístico em Unidades de Conservação Estadual no RN
description This study has as objective to analize the participation of the local community on the process of creation of protected natural areas on State of RN and its perception about the touristic use in these areas. Due to the need to protect ecosystems in order to maintain biodiversity, economic development and human life, in Brazil the creation of protected natural areas was defined as strategy for the conservation of natural resources. Rio Grande do Norte has ten protected natural areas legally established and four are in the process of being created. Among the latter are the Parque Estadual Mangues do Potengi and Parque Estadual do Jiqui, which are the Parks studied in this investigation. To achieve the objectives, methodological procedures of qualitative approach were used. It was carried bibliographical and electronic research in books and scientific articles; documentary research through the analysis of official documents of the creation of the parks and; fieldwork research through semi-structured interviews and application of questionnaires. The target audience consists of the local communities of both units and the Núcleo de Unidades de Conservação of nstituto de Desenvolvimento Sustentável. The definition of the variables was based on the Touristic System of Beni (2008), and the data analysis was done through descriptive analysis, the content analysis of Bardin (2011) and the participation levels of the author Bordenave (1983). Thus, the research results show that tourism is present in the discourse that justifies the creation of the parks, but the debate about it is not deepened. The conception of tourism approached is based on sustainability and environmental responsibility, generally referring to the expressions "ecological tourism" or "ecotourism". It was verified what the academic discussions pointed: there isn't tourism planning for the Parks, nor there is any community participation. Thus, it was confirmed that the level of participation is the lowest, level 6, which corresponds to the participation granted. Based on the perception of the interviewees, it was verified that they have environmental awareness, the value and consider importation the conservation of natural resources. From the economic point of view, there are many expectations linked to tourism, especially job opportunities, that they can earn a higher income. On the social issue, they do not consider that tourism can cause problems, except in relation to violence. Some interviewees agree that increased flow of people from outside the locality can influence the increase in violence. As far as culture is concerned, they hankering that the tourist activity can provide an increase in cultural activities and also recognition and appreciation of the place. Thus, it was concluded that the communities around Jiqui and Mangues do Potengi State Parks do not participate in the process of creating these UC's, they are totally at the margin of the whole process that involves the discussion of the protection of these spaces. However, they recognize that conservation is necessary for these natural resources. The perception about the touristic use focused on the financial criteria, that is, on the expectation of employment and income, and economic development for the locality.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) O presente estudo tem como objetivo analisar a participação da comunidade local no processo de criação de Unidades de Conservação Estaduais do RN e sua percepção sobre o uso turístico nessas UC‟s. Devido à necessidade de proteção de ecossistemas com vistas à manutenção da biodiversidade, ao desenvolvimento econômico e à vida humana, no Brasil definiu-se como estratégia de conservação dos recursos naturais a criação de Unidades de Conservação. O Rio Grande do Norte possui dez UC‟s legalmente instituídas e quatro em processo de criação. Entre as últimas estão o Parque Estadual Mangues do Potengi e Parque Estadual Jiqui, que correspondem aos Parques estudados nesse trabalho. Para alcançar os objetivos, utilizaram-se procedimentos metodológicos de abordagem qualitativa. Realizou-se pesquisa bibliográfica e eletrônica em livros e artigos científicos; pesquisa documental por meio da análise de documentos oficiais da criação dos parques e; pesquisa de campo por meio de entrevistas semiestruturadas e aplicação de questionários. O público-alvo consiste nas comunidades locais de ambas as unidades e no Núcleo de Unidades de Conservação do Instituto de Desenvolvimento Sustentável. A definição das variáveis de análise baseou-se no Sistema Turístico de Beni (2008), e a análise dos dados foi realizada por meio da análise descritiva, análise de conteúdo de Bardin (2011), e dos níveis de participação do autor Bordenave (1983). Dessa forma, os resultados da pesquisa mostram que o turismo é presente no discurso que justifica a criação dos parques, mas o debate sobre ele não é aprofundado. A concepção de turismo abordada é baseada na sustentabilidade e na responsabilidade ambiental, geralmente refere-se às expressões “turismo ecológico” ou “ecoturismo”. Constatou-se o que as discussões acadêmicas apontavam: não há planejamento turístico para os Parques, como também não há participação comunitária, dessa forma, foi confirmado que o nível de participação é o mais baixo, nível 6, que corresponde à participação concedida. Com base na percepção dos entrevistados, constatou-se que eles possuem consciência ambiental, valorizam e consideram importante a conservação dos recursos naturais. Do ponto de vista econômico, há muitas expectativas atreladas ao turismo, principalmente oportunidades de emprego, a fim de que assim consigam ter uma renda maior. No quesito social, eles não consideram que o turismo pode ocasionar problemas, exceto em relação à violência. Alguns dos entrevistados concordam que o aumento de fluxo de pessoas de fora da localidade pode influenciar o aumento da violência. No que tange à cultura, eles anseiam que a atividade turística possa proporcionar um aumento de atividades culturais e também reconhecimento e valorização do lugar. Sendo assim, concluiu-se que as comunidades do entorno dos Parques Estaduais do Jiqui e Mangues do Potengi não participam do processo de criação dessas UC‟s, elas se encontram totalmente à margem de todo o processo que envolve a discussão da proteção desses espaços. Porém, eles reconhecem que a conservação é necessária para esses recursos naturais.
