This study aimed to develop and verify the content of a proposal of Permanent
Education for Nursing Consultation to the patient with Tuberculosis in Primary Health
Care. This is a methodological study, with a qualitative approach, developed in the
Municipality of Parnamirim, Rio de Janeiro Grande do Norte with primary health care
nurses. The research was approved by the Ethics Committee of the Federal
University of Rio Grande do Norte with CAAE 73737417.2.0000.5537 and opinion
number 2.247.426. The study was carried out in three stages: in the first, the nurses,
through focus groups, participated in a situational diagnosis about the context of
consultation with the patient with tuberculosis, to a reality estrangement; in the
second stage the development of a proposal of permanent education for the nursing
consultation to the patient with Tuberculosis occurred; and, in the third, verification of
the content of the proposal by expert members. Nurses' choice for the first stage was
by intentional sampling. The construction of the permanent education proposal was
made by the principal researcher, using results obtained from the data that emerged
in the first stage and relevant literature. The qualitative approach was based on the
meeting of selected experts with established criteria: nurses and doctors, who were
involved in areas of study interest. At all stages, the focus groups were conducted by
semi-structured interviews, voice-recorded and mediated by the researcher, with the
observer's support. After all the steps, the interviews were transcribed in full and
analyzed through the content analysis method, with thematic / categorial analysis
technique. In the reality estrangement phase, data from the focus groups with nurses
led to the emergence of four themes: 1. Context of actions to control Tuberculosis in
Primary Health Care; 2. Stigmas related to tuberculosis illness; 3. Nursing visits to
the patient with Tuberculosis; 4. Perceptions about the Nursing Assistance
Systematization and strategies for its implementation in the Nursing Consultation for
the patient with Tuberculosis in Primary Health Care. The verification by members of
the content of the proposal that pointed to data that suggested the following
categories: 1. The Problematization Method as a pedagogical basis for the
foundation of the teaching and learning process; 2. The aesthetic and methodological
aspects of structuring the proposal of Permanent Education in Health. The study
confirmed the thesis and, as it proposes an educational technology as a strategy to
promote the permanent education of nurses, it opens space for the advancement in the reflection and the decisions by the professional and the management regarding
the Nursing Consultation to the patient with Tuberculosis and can broaden the
discussion for the whole context of Primary Health Care. |

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) Este estudo teve por objetivo desenvolver e verificar o conteúdo de uma proposta de Educação Permanente para a Consulta de Enfermagem ao paciente com Tuberculose na Atenção Primária à Saúde. Trata-se de um estudo metodológico, de abordagem qualitativa, desenvolvido no Município de Parnamirim, Rio Grande do Norte com enfermeiros da Atenção Primária à Saúde. A pesquisa foi aprovada pelo Comitê de Ética da Universidade Federal do Rio Grande do Norte com CAAE 73737417.2.0000.5537 e número de parecer 2.247.426 . O estudo ocorreu em três etapas: na primeira, os enfermeiros, por meio de grupos focais, participaram de um diagnóstico situacional sobre o contexto da consulta ao paciente com tuberculose, para um estranhamento da realidade; na segunda etapa ocorreu o desenvolvimento de uma proposta de educação permanente para a consulta de enfermagem ao paciente com Tuberculose; e, na terceira, a verificação do conteúdo da proposta por membros especialistas. A escolha dos enfermeiros para a primeira etapa ocorreu por amostragem intencional. A construção da proposta de educação permanente foi feita pelo pesquisador principal, mediante resultados obtidos a partir dos dados que surgiram na primeira etapa e literatura pertinente. A etapa de verificação do conteúdo por membros, de abordagem qualitativa ocorreu a partir da reunião de especialistas escolhidos ante critérios previamente estabelecidos: enfermeiros e doutores, envolvidos com áreas de interesse do estudo. Em todas as etapas, os grupos focais foram conduzidos por entrevistas semiestruturadas, gravados por voz e mediados pelo pesquisador, com o apoio do observador. Após todas as etapas, as entrevistas foram transcritas na íntegra e analisadas através do método de análise de conteúdo, com técnica de análise temática/categorial. Na etapa de estranhamento da realidade, os dados oriundos dos grupos focais com os enfermeiros levaram ao surgimento de quatro temáticas: 1. Contexto de ações de controle da Tuberculose na Atenção Primária à Saúde; 2. Estigmas relacionados ao adoecimento por Tuberculose; 3. As consultas de Enfermagem ao paciente com Tuberculose; 4. Percepções sobre a Sistematização da Assistência de Enfermagem e estratégias para sua implantação na Consulta de Enfermagem ao paciente com Tuberculose na Atenção Primária à Saúde. A verificação por membros do conteúdo da proposta que apontou para dados que sugeriram as categorias a seguir: 1. O Método da Problematização como embasamento pedagógico para a fundamentação do processo de ensino e aprendizagem; 2. Aspectos estéticos e metodológicos da estruturação da proposta de Educação Permanente em Saúde.
