description From the promulgation of the Federal Constitution of 1988, a vast institutionalization of spaces for the exercise of social participation was initiated in Brazil, among which are included, for example, public policy management councils; participatory budgets; conferences and forums and predicting the democratic management of cities in the municipal master plans. Recently, the question of the representativeness of actors acting on behalf of civil society in public policy boards has been widely discussed in the literature. Such questions rest on the legitimacy of these actors to act and, consequently, to influence the deliberations and the decision-making processes in the participatory instances. In this way, the study and the understanding of this representation becomes fundamental, since these spaces of participation extend the political representation beyond the electoral model. In the sense of the foregoing, the present research aims to investigate the exercise of political representation of civil society in the Municipal Health Council of Natal and the State Health Council of Rio Grande do Norte, in 2017. It is a comparative study of based on the hypothesis that the more expressive the participation of representatives of civil society on the management councils, the greater the chances of a better representation based on accountability between representatives and represented, thus contributing to a relationship of proximity between these actors. For the accomplishment of the research, were adopted as methodological strategies the analysis of the institutional design; the conduct of semi-structured interviews with the directors who exercised their representation in the year 2017; and, finally, the documentary analysis of administrative acts as a way of verifying the performance of representatives of civil society in the decisions of both councils.

A partir da promulgação da Constituição Federal de 1988, iniciou-se, no Brasil, uma vasta institucionalização de espaços para o exercício da participação social, dentre os quais se inclui, por exemplo, os conselhos gestores de políticas públicas; orçamentos participativos; conferências e fóruns e a previsão da gestão democrática das cidades nos planos diretores municipais. Recentemente, a questão da representatividade dos atores que atuam em nome da sociedade civil nos conselhos gestores de políticas públicas tem sido bastante discutida pela literatura. Tais questionamentos recaem sobre a legitimidade desses atores para atuarem e, consequentemente, influenciarem as deliberações e os processos de tomada de decisão nas instâncias participativas. Desse modo, torna-se fundamental o estudo e a compreensão dessa representação, tendo em vista que esses espaços de participação alargam a representação política para além do modelo eleitoral. No sentido do exposto, a presente pesquisa objetiva investigar o exercício da representação política da sociedade civil no Conselho Municipal de Saúde de Natal e no Conselho Estadual de Saúde do Rio Grande do Norte, no ano de 2017. Trata-se de um estudo comparativo de casos pautado na hipótese de que quanto mais expressiva a participação dos representantes da sociedade civil nos conselhos gestores, maiores são as chances de uma melhor representatividade baseada na prestação de contas entre representantes e representados, contribuindo, assim, para uma relação de proximidade entre esses atores.
