Resumo:The / the authors teens / of the offense commonly are in focus in TV news and other media due to the practice of an infraction. They are portrayed by the media and by common sense as the main perpetrators of violence rates. With regard to the accountability of those guys in Rio Grande do Norte, the situation of the Socio-Educational System reveals chaotic, considering a ban for more than two years, the largest inpatient unit for male adolescents, Pitimbú and Educational Center the existence of a single unit intended for the care of the female audience, the CEDUC Fr. John Mary, which receives adolescents to comply with various social and educational measures in the same physical space contrary to the principles of the Statute of Children and Adolescents (ECA) and the National System of Socio-Educational Services (SINASE). Thus, it crystallizes in society the impunity of the myth related to these / those adolescents and intensifies the call for severe punishment, strengthening the intention around the reduction of most criminal age to reduce violence. This study had as its starting point the analysis of the trajectory of life of adolescents in compliance with the deprivation of freedom and range production in CEDUC Fr. John Mary. He attempted to grasp the determinations of insertion of these in practice the offense, revealing the relationship between the offense, social and gender inequality and state responses to address violence when committed by teenagers. Supporting us in critical-dialectical theory, built the socioeconomic, political and cultural profile of these adolescents which showed that they are from the impoverished working class, with low education, residents of outlying areas of the capital or of poor areas of other municipalities, no access to training / professional qualification and early involvement in drug trafficking because of emotional relationships with their partners, generally already involved in trafficking. We used semi-structured interviews with the subjects that allowed us to grasp that rights violations are present in the lives of teens even before reaching the fulfillment of socio measurement units. These violations are operated by the state, considering its omission with regard to public policy is no guarantee of quality adolescents and their families, which favors the inclusion of these in the commission of an offense. It is concluded that the same State which is omitted in serving adolescents before the practice of offense, also responds to this from the educational measures, which in the current reality meet its coercive nature, reducing the educational nature.
