Resumo:The need to improve the performance of government activities is a concern present in the Brazilian public management. Before many standards to be met and diversity of services, public managers need tools to assist in this difficult task. The Subsistence Section of the Natal Air Force Base has operational and administrative activities and needs a strategic tool for managing these activities. In this direction, studies on the use of the Balanced Scorecard in public organizations in Brazil point to the feasibility of its use for improving organizational performance, however there should be an adaptation of the methodology to eliminate dysfunctions commonly found. In order to improve the performance of a sector reconciling the operational activities, administrative issues and its interrelationship, this study seeks to put forward the implementation of the BSC to support decision-making in order to improve performance. This aim will be achieved through the creation of a strategic map and definition of the strategic objectives of the sector, the spread of these strategic objectives, the definition of proper indicators that provide information so that decisions are taken guided by the sector's mission and by the planning, in a way they occur with the allocation of resources and at proper time. The research will apply the bibliographical methodology for the model development, and a systemic monitoring will be proposed for its implementation. Following these steps, there will be an intervention project to implement the BSC in Subsistence Section of Natal Air Force Base.
