| Resumo: | This Intervention Project addresses the problem of efficient use of licitatory
electronic trading mode within the public administration, from the perspective of the
measures adopted by the heralds of the Barreira do Inferno Launch Center. This way, your
main objective is to improve the procedure for the criers and existing support staff at the
Center, in order to establish standardized behaviors that provide greater efficiency and
legal certainty for exhibitions effected using this bidding modality. In terms of
methodology, we choose to use a combination of qualitative methods, by conducting
bibliographic research, documentary and field, with the completion of semi-structured
interviews with criers who work in military organization. Data from the interviews were
analyzed using categorical content analysis technique. As a reference, adopts the precepts
of theories about shopping, the New Public Management, the legal norms applicable to
public administration and quality management theory, through the use of the premise of
continuous process improvement. As a result, it presents a review of the procedure for
criers and existing support staff in the institution, establishing more correct conduct
before the Court of the Union, in order to minimize the frequency of appeals and
questions on the part of the bidders participating in the event maximizing the efficiency of
these bids. Also suggests changes to the senior management of the institution, so that the
purchasing activity figure with greater relevance in the organizational structure and is
recognized as a strategic activity for the fulfillment of the launch center's mission. |
