Analisa as rotinas de fluxo das atividades do registro empresarial e a estrutura organizacional. Compara os modelos, atual com o proposto. O trabalho é dividido em seis capítulos que elenca desde a descrição da instituição, objeto do trabalho, até a proposta de um novo modelo organizacional e operacional.
