description The National Policy for the Development of People (NPDP) of the federal public administration emerged as a result of an effort by the Brazilian State to carry out changes aimed at the modernization of federal public institutions, by encouraging the development and use of the skills of its staff. . However, when it comes to Federal Institutions of Higher Education (FIHE), there are several challenges for the effective implementation of the policy, due to the complexity that encompasses the organizational environments of the FIHE. Therefore, this study aims to analyze the challenges of implementing the NPDP in the Brazilian IFES based on a bibliographical research carried out in the Brazilian Digital Library of Theses and Dissertations (DLTD) on academic works produced within the scope of the IFES, in the period from 2013 to 2023. Yanow's analysis lens perspective (1990), which seeks to identify the intervening factors in the implementation of a public policy through four lenses: human relations, structural, political and systemic. In this way, the results of 11 studies were analyzed, which showed different challenges for the achievement of the NPDP purposes in the environments of these institutions, among them, the challenges of a structural nature and human relations stood out. The results point out that the effective implementation of the NPDP in the Brazilian FIHE demands a targeted action from the central body and from the institution's own staff of managers and servants, considering their specificities in the sense of suggesting and adopting methodologies compatible with their organizational environment.

A Política Nacional de Desenvolvimento de Pessoas (PNDP) da administração pública federal surgiu como resultado de um esforço do Estado Brasileiro na realização de mudanças voltadas à modernização das instituições públicas federais, por meio do incentivo ao desenvolvimento e aproveitamento das competências do seu quadro de servidores. Entretanto, em se tratando das Instituições Federais de Ensino Superior (IFES), vários são os desafios para a efetiva implementação da política, em virtude da complexidade que abrange os ambientes organizacionais das IFES. Portanto, este estudo objetiva analisar os desafios de implementação da PNDP nas IFES brasileiras com base em pesquisa bibliográfica realizada na Biblioteca Digital Brasileira de Teses e Dissertações (BDTD) sobre trabalhos acadêmicos produzidos no âmbito das IFES, no período de 2013 a 2023. Foi utilizada a perspectiva de lentes de análise de Yanow (1990), que busca identificar os fatores intervenientes na implementação de uma política pública por meio de quatro lentes: relações humanas, estrutural, política e sistêmica. Dessa forma, foram analisados os resultados de 11 estudos que evidenciaram desafios diversos para o alcance das finalidades da PNDP nos ambientes dessas instituições, dentre eles, destacaram-se os desafios de ordem estrutural e de relações humanas. Os resultados apontam que a implementação efetiva da PNDP nas IFES brasileiras demanda uma atuação direcionada do órgão central e do próprio quadro de gestores e servidores das instituições, considerando as suas especificidades no sentido de sugerir e adotar metodologias compatíveis com o seu ambiente organizacional.
