Resumo:The National Policy for the Development of People (NPDP) of the federal public administration emerged as a result of an effort by the Brazilian State to carry out changes aimed at the modernization of federal public institutions, by encouraging the development and use of the skills of its staff. . However, when it comes to Federal Institutions of Higher Education (FIHE), there are several challenges for the effective implementation of the policy, due to the complexity that encompasses the organizational environments of the FIHE. Therefore, this study aims to analyze the challenges of implementing the NPDP in the Brazilian IFES based on a bibliographical research carried out in the Brazilian Digital Library of Theses and Dissertations (DLTD) on academic works produced within the scope of the IFES, in the period from 2013 to 2023. Yanow's analysis lens perspective (1990), which seeks to identify the intervening factors in the implementation of a public policy through four lenses: human relations, structural, political and systemic. In this way, the results of 11 studies were analyzed, which showed different challenges for the achievement of the NPDP purposes in the environments of these institutions, among them, the challenges of a structural nature and human relations stood out. The results point out that the effective implementation of the NPDP in the Brazilian FIHE demands a targeted action from the central body and from the institution's own staff of managers and servants, considering their specificities in the sense of suggesting and adopting methodologies compatible with their organizational environment.
