description The conjuncture and the disputes about needy communities, deprived of social support constitutes a theme with great nuances in this time of pandemic, in several disciplines, focusing on administration and public management around NGOs and Civil Society Organizations. This teaching case aims to promote reflections about: (i) the role of civil society organizations in pandemic situations or serious social problems; (ii) identify the actions necessary to minimize calamity or emergency situations; (iii) contribute to the training of leaders in facing this type of situation; (iv) discuss the dilemmas that leaders and volunteers face in pandemic situations. This situation is true and portrays through interviews with people from the communities where such organizations operate, having the confirmation of the news media about some measures made by collective actions to reduce the impact of the disease. As a result of the work, and without the support of the government in these emergency measures, the leaders of social projects and associations are doing a work of dissemination in social networks, informing places that are receiving products and also tolls to collect food baskets and the materials used for protection from the disease to try to meet the demand of the communities.The study constituted a vision about the dilemmas faced by Civil Society Organizations and Governmental Agencies about the social vulnerability of needy communities, where it seeks to guarantee minimum rights to users for survival which is basic food, their physical hygiene and the right to be heard. The teaching case presented here works with the purpose of seeing the social issues of public management in support of the needy, in a parallel way, to weave in the aggravated need before the pandemic, where it is necessary to maintain the isolation to reduce community transmission, but with the initial closing of the OCS's, the leaders who are in the day-to-day did not stop acting.

La coyuntura y las disputas sobre las comunidades carentes, desprovistas de apoyo social constituyen un tema con grandes matices en esta época de pandemia, en varias disciplinas, centrándose en la administración y la gestión pública en torno a las ONG y las Organizaciones de la Sociedad Civil. Este caso didáctico pretende promover la reflexión sobre: (i) el papel de las organizaciones de la sociedad civil en situaciones de pandemia los problemas sociales graves; (ii) identificar las acciones necesarias para minimizar las situaciones de calamidad o emergencia; (iii) contribuir a la formación de los líderes para afrontar este tipo de situaciones; (iv) discutir los dilemas a los que se enfrentan los líderes y los voluntarios en situaciones de pandemia. Esta situación es cierta y se retrata a través de entrevistas con personas de las comunidades donde operan dichas organizaciones, teniendo la confirmación de los medios de comunicación sobre algunas medidas realizadas por acciones colectivas para reducir el impacto de la enfermedad.Como resultado del trabajo, y sin el apoyo del gobierno en estas medidas de emergencia, los liderazgos de los proyectos sociales y las asociaciones están haciendo un trabajo de difusión en las redes sociales, informando a los lugares que están recibiendo los productos y todavía el peaje de la recogida de canastas de alimentos y los materiales utilizados para la protección de la enfermedad para tratar de satisfacer la demanda de las comunidades. A conjuntura e as necessidades nas comunidades carentes, principalmente desprovidas de apoio social, constitui um tema relevante em tempo de pandemia, em diversas disciplinas, focando na administração e gestão pública em torno de ONG’s e Organizações da Sociedade Civil. Este caso de ensino tem o objetivo de promover reflexões acerca: (i) papel das organizações da sociedade civil em situação de pandemia ou graves problemas socias; (ii) identificar as ações necessárias para minimizar situações de calamidade ou de emergência; (iii) contribuir para a formação de líderes no enfrentamento deste tipo de situação; (iv) discutir os dilemas que líderes e voluntários enfrentam em situações de pandemia. Essa situação é verídica e retrata através de entrevista com pessoas das comunidades onde atuam tais organizações, tendo a confirmação da mídia jornalística sobre algumas medidas feitas por ações coletivas para reduzir o impacto da doença.Como resultado do trabalho, e sem o apoio do governo nessas medidas emergenciais, as lideranças de projetos sociais e associações estão fazendo um trabalho de divulgação nas redes sociais, informando locais que estão recebendo produtos e ainda pedágio de arrecadação de cestas básicas e dos materiais usados para proteção da doença para tentar suprir a demanda das comunidades.O estudo constituiu uma visão acerca dos dilemas enfrentados pelas Organizações da Sociedade Civil e os Órgãos Governamentais acerca da vulnerabilidade social das comunidades carentes, onde se busca garantir direitos mínimos aos usuários para sobrevivência que é a alimentação básica, sua higienização física e o direito de ser ouvido. O caso de ensino aqui apresentado trabalha com finalidade de ver as questões sociais da gestão pública em apoio aos mais necessitados, de modo paralelo, tecer sobre a necessidade agrava diante da pandemia, onde precisa-se manter o isolamento para reduzir a transmissão comunitária, mas com o fechamento inicial das OSC´s, as lideranças que estão no dia-a-dia não pararam de atuar.
