Resumo:The conjuncture and the disputes about needy communities, deprived of social support constitutes a theme with great nuances in this time of pandemic, in several disciplines, focusing on administration and public management around NGOs and Civil Society Organizations. This teaching case aims to promote reflections about: (i) the role of civil society organizations in pandemic situations or serious social problems; (ii) identify the actions necessary to minimize calamity or emergency situations; (iii) contribute to the training of leaders in facing this type of situation; (iv) discuss the dilemmas that leaders and volunteers face in pandemic situations. This situation is true and portrays through interviews with people from the communities where such organizations operate, having the confirmation of the news media about some measures made by collective actions to reduce the impact of the disease. As a result of the work, and without the support of the government in these emergency measures, the leaders of social projects and associations are doing a work of dissemination in social networks, informing places that are receiving products and also tolls to collect food baskets and the materials used for protection from the disease to try to meet the demand of the communities.The study constituted a vision about the dilemmas faced by Civil Society Organizations and Governmental Agencies about the social vulnerability of needy communities, where it seeks to guarantee minimum rights to users for survival which is basic food, their physical hygiene and the right to be heard. The teaching case presented here works with the purpose of seeing the social issues of public management in support of the needy, in a parallel way, to weave in the aggravated need before the pandemic, where it is necessary to maintain the isolation to reduce community transmission, but with the initial closing of the OCS's, the leaders who are in the day-to-day did not stop acting.
