This dilemma has been latent since the period of the Industrial Revolution, with the rural exodus and migration to urban centers, processes that have reverberated until today with different proposals for housing policies. This article intends to analyze and expose, from the effervescence of modernism in Europe, the proposed solutions to the question of living in the nascent Soviet Union and how architects and the State worked together to establish a housing typology that would meet both the housing demands of the country, as the regime's will to transform man through the manipulation of spaces. A questão habitacional se demonstra como um problema a ser encarado e enfrentado não somente no Brasil, mas em todo o mundo. Esse dilema se mostra latente desde o período da Revolução Industrial, com o êxodo rural e a migração para os centros urbanos, processos com reverberação até os tempos atuais com propostas diversas para as políticas habitacionais. O presente artigo pretende analisar e expor, a partir da efervescência do modernismo na Europa, as soluções propostas para a questão do morar na nascente União Soviética e como arquitetos e Estados trabalharam juntos para constituírem uma tipologia habitacional que atendesse tanto às demandas habitacionais do país, quanto a vontade do regime de transformar o homem a partir da manipulação dos espaços.
