Resumo:The article presents a historical overview focusing on the regulation of Broadcasting and later of the Internet in Brazil, between 1910 and 2010. By putting into perspective the laws related to Radio and TV, we observe the contradictions of the Brazilian political scenario and the problems related to the goals of quality and universalization, as well as the concentration of ownership and the lack of democratic criteria for the distribution of conceptions and financing. The sum ofthese factors creates obstacles for the consolidation of democracy in the country, affecting the role of the State and the confrontation of secular social problems.
