This caused a series of conflicts between public and governed administrators, considering that the performance would have to be agile, precise and surgical, as people's health is in check. The big question is based on the fact of the limits of the public entity, the private entity and the need of society in the midst of all this. So it is necessary to check if the Brazilian State has the necessary legal tools and if the private sector is in a position to actively participate in this process. A crise sanitária causada pela pandemia do coronavírus colocou a humanidade em vigília permanente principalmente com relação a atuação dos governos. Isso causou uma série de conflitos entre administradores públicos e governados, tendo em vista que a atuação teria que ser ágil, precisa e cirúrgica, pois a saúde das pessoas está em xeque. A grande questão está pautada no fato dos limites do ente público, do ente particular e da necessidade da sociedade no meio de tudo isso. Então é preciso verificar se o Estado brasileiro tem as ferramentas jurídicas necessárias e se a iniciativa privada tem condições de participar ativamente desse processo.
