Resumo:This research has as objective was to study the process of preparing the Multi-Year Plans (PPAs) of the state of Rio Grande do Norte for the periods of 2016-2019 and 2020-2023, comprising advances and challenges posed to the public manager for participatory planning, as well as observing whether new practices were instituted from planning experiences. Furthermore, it was investigated whether, in the view of the managers, the participatory planning process enabled the approximation between the state manager and the citizen of Rio Grande do Sul. Documentary research was carried out based on the reading and analysis of the published PPAs, in addition to semi-structured interviews with state managers and direct observation. The results indicated as challenges the lack of prior knowledge of the servers in relation to concepts and elements related to planning; the lack of credibility in participatory processes and in relation to the PPA itself; difficulties in monitoring actions, in addition to timid social participation.
