Party elites, translated by white men, heterosexuals, cisgenders, Christians and traditional professionals, constitute holders of power and the conduct of public policies, skewing the debate to guidelines with “ideologically neutral” bias to the detriment of policies specific to vulnerable groups. under the myth of formal equality. The work aims to observe with electoral legal instruments that can promote the pluralization of public debate in order to serve different sectors of society. Thus, a case study of the decision of the Superior Electoral Court for the 2020 elections to divide the Special Fund for Electoral Campaigns according to Consultation No. 0600306-47.2019.6.00.0000 is carried out, as well as its possible legal outlines.  A História Política brasileira é marcada pelos contornos da exclusão e da subparticipação de grupos minoritários em favorecimento das oligarquias locais. As elites partidárias, traduzidas por homens brancos, heterossexuais, cisgêneros, cristãos e de profissões tradicionais, constituem-se enquanto detentoras do poder e da condução das políticas públicas, direcionando o debate para pautas com viés “ideologicamente neutro”, em detrimento de políticas específicas em prol dos grupos vulneráveis, sob o mito da igualdade formal. Este trabalho visa observar como instrumentos jurídicos eleitorais podem propiciar a pluralização do debate público de forma a atender setores distintos da sociedade. Desse modo, realiza-se um estudo de caso da decisão do Tribunal Superior Eleitoral sobre a divisão do Fundo Especial de Financiamento de Campanhas Eleitorais e do tempo de propaganda no rádio e na TV, conforme Consulta nº 0600306-47.2019.6.00.0000, bem como os seus possíveis contornos jurídico-políticos.
