The objective: to acknowledge what the participants say about the quality and the perspectives of the service offered to the stage, using as methodological strategies the documental/bibliographical research and semi-structured reviews. The text: i) assesses the cities researched and the context of the service; ii) analizes the speech of people that provide the service to understand how they perceive the public policy and the reflexes of this policy; and iii) highlights the attributes and/or requisites that confer quality to CE and the perspectives of this stage. The results show that CE is consolidated in Brazilian legal framework, revealing, however, a wide distance to what is found in reality, expressed in the discourse of teachers and family, both in relation to access (lack of places), and in what refers to the quality of the education offered in the researched institutions.

Este artículo analiza dos investigaciones sobre políticas públicas de Educación Infantil (EI) realizadas desde la perspectiva de los docentes y familiares - una, en el municipio de Nova Iguaçu y otra, en los municipios de Rio de Janeiro y Nova Iguaçu, en RJ . El objetivo: conocer lo que dicen los participantes sobre la calidad y las perspectivas del servicio prestado a esa etapa, utilizando la investigación documental/bibliográfica y las entrevistas semiestructuradas como estrategias metodológicas. El texto: i) trata sobre los municipios investigados y el contexto de la atención; ii) analiza el discurso de las personas que laboran en la vida diaria para conocer cómo perciben la política pública y el reflejo de esa política; y iii) destaca los atributos y/o requisitos que le dan calidad a la EI y las perspectivas de esta etapa. Los resultados encontrados muestran que la EI está consolidada en el marco legal brasileño, revelando sin embargo un gran distanciamiento de lo que se encuentra en la práctica, expresado en las declaraciones de docentes y familiares, tanto en relación al acceso (falta de cupos), como en lo referente a la calidad de la educación ofrecida en las unidades de investigación. Este artigo analisa duas pesquisas sobre políticas públicas de Educação Infantil (EI) realizadas sob a ótica de professoras e familiares – uma, no município de Nova Iguaçu e, outra, nos municípios do Rio de Janeiro e Nova Iguaçu, no RJ. O objetivo: conhecer o que falam as participantes sobre a qualidade e as perspectivas do atendimento prestado à etapa, utilizando como estratégias metodológicas a pesquisa documental/bibliográfica e entrevistas semiestruturadas. O texto: i) trata dos municípios pesquisados e o contexto do atendimento; ii) analisa a fala de pessoas que atuam na ponta para conhecer como percebem a política pública e o reflexo dessa política; e iii) destaca os atributos e/ou requisitos que conferem qualidade à EI e as perspectivas dessa etapa. Os resultados encontrados mostram que a EI está consolidada no marco legal brasileiro, revelando contudo grande distância do que é encontrado na prática, expressas nas falas de professoras e familiares, tanto em relação ao acesso (falta de vagas), como no que se refere à qualidade da educação ofertada nas unidades pesquisadas.
