The purpose of this teaching case is to lead the students to reflect on the planning of purchases in the public management, as well as their reflections on the principles of economicity and excellence in the provision of services in public institutions. The case brings the comments and the vision of Eduardo who observed and participated in a bidding process and found failures in the planning or execution of the same, which although not frequent generate many unnecessary inconveniences, costs and rework. The case is indicated for undergraduate courses in Administration and Public Management and postgraduate in the area of strategy, management, logistics and organizational planning. O objetivo do presente caso de ensino é levar os alunos a refletir sobre o planejamento de compras na gestão pública, como também, seus reflexos nos princípios da economicidade e da excelência na prestação dos serviços em instituições públicas. O caso traz os comentários e a visão de Eduardo que observou e participou de um processo licitatório e constatou falhas no planejamento ou na execução do mesmo, que apesar de não serem frequentes geram muitos transtornos, custos e retrabalhos desnecessários. O caso é indicado para os cursos de graduação em Administração e Gestão Pública e pós-graduação na área de estratégia, gestão, logística e planejamento organizacional.
