Figueiredo, Regina The article reports a qualitative and quantitative research carried out by tutelary counselors for the rights of children and adolescents in the city of São Paulo. It is observed how is the perception and a tendency to behave in situations of homosexual relationships involving adolescents. These counselors indicated that they spontaneously receive cases associated with the LGBT+ population. Some of them make referrals, associating sexual behaviors between the same sex as if they were situations of sexual abuse and/or violence to the rights of adolescents; others guide referrals to psychologists and other public services, as if they were problematic. For this reason, it is considered that the Guardian Councils function as propagators of prejudice and institutional and state violence against LGBT+ adolescents, since they are bodies articulated with public policies. El artículo reporta una investigación cualitativa y cuantitativa realizada por consejeros tutelares por los derechos de la niñez y la adolescencia en la ciudad de São Paulo. Se observa cómo es la percepción y la tendencia de comportamiento hacia situaciones de relación homosexual que involucran a adolescentes. Estos consejeros indicaron que reciben de forma espontánea casos asociados a la población LGBT+. Algunas de ellas realizan derivaciones, asociando conductas sexuales entre personas del mismo sexo como si se tratara de situaciones de abuso sexual y / o violencia a los derechos de los adolescentes; otros orientan las derivaciones a psicólogos y otros servicios públicos, como si fueran problemáticos. Por tal motivo, se considera que los Consejos de Guardianes funcionan como propagadores de prejuicios y violencia institucional y estatal contra los adolescentes LGBT+, ya que son órganos articulados con políticas públicas. O artigo relata uma pesquisa quali-quantitativa realizada conselheiros tutelares de direitos da criança e do adolescente do município de São Paulo. Observa-se a perceepção e a tendência de comportamento frente a situações de relacionamento homossexual envolvendo adolescentes. Esses conselheiros apontaram receber espontaneamente casos associadas a população LGBT+. Alguns deles realzam encaminhamentos, associando comportamentos sexuais entre o mesmo sexo como se fossem situações de abuso sexual e/ou violência aos direitos dos adolescentes; outros orientam encaminhamento a psicólogos e outros serviços públicos, como se fossem problemáticas. Por isso, considera-se que os Conselhos Tutelares funcionam como propagadores de preconceito e de violência institucional e de Estado contra adolescentes LGBT+, uma vez que são órgãos articulados com políticas públicas.
