Resumo:This article aims to make a critical reflection in relation to the processes of reorganization of the city of Rio de Janeiro, ideologically oriented by the perspective of combating the other, “sick” and a priori bearer of the diseases that plagued the imperial capital, later capital of the republic. The many epidemics that broke out in Rio de Janeiro since the time of the empire have been credited to the population segments already stigmatized in that society: blacks, mulattoes, mestizos and poor whites. Therefore, what guides this reflection is how the advent of epidemics and diseases provided poor populations when operated as ideological justifications by agents of the State. Methodologically, the analysis used historical and sociological instruments.
