Then begins work on Water and Sewer Company of Rio Grande do Norte (CAERN) believing finally be able to put into practice everything that studied for years. After some time and many service inquiries, Fernando realizes that much of what he studied in the classroom was not followed by the institution. He thought mainly on the strategy, which was what he most studied in various disciplines and also was the subject of his monograph, but with the CAERN not seem to work. One reason that a colleague told him not to be a major concern with strategic planning, was the fact that there was no "competition" where they worked, and even then the only organization to perform such service in the industry, would not be so soon urgent concern about competitiveness. This does not convince the mind of Fernando. He then asks if the organization could or should undertake a strategic plan. Still thought that maybe they had not "direct competitors", but will there would be no "competitive strength" with which CAERN have to worry? And what would they be? Fernando Silva é formado em Administração, e no inicio de 2009 realiza o seu sonho de muito tempo: trabalhar em uma organização pública. Começa então a trabalhar na Companhia de Águas e esgotos do Rio Grande do Norte (CAERN) acreditando estar apto para finalmente colocar em prática tudo aquilo que estudou durante anos. Após algum tempo de serviço e muitos questionamentos, Fernando percebe que boa parte do que ele estudou em sala de aula não era seguido pela instituição. Ele pensava principalmente na questão da estratégia, que era o que ele mais estudou nas diversas disciplinas e ainda foi tema de sua monografia, mas, com que a CAERN não parecia trabalhar. Um dos motivos que um colega lhe informou para não haver uma maior preocupação com planejamento estratégico, foi o fato de que não havia “competição” onde eles atuavam, sendo até a então a única organização a realizar tal serviço no setor, logo não seria tão urgente a preocupação com a competitividade. Isto não convence a mente do Fernando. Ele se pergunta então se organização poderia ou deveria realizar um plano estratégico. Pensou ainda que talvez não houvessem “concorrentes diretos”, mas, será que não haveria nenhuma “força competitiva” com a qual a CAERN precisasse se preocupar? E quais seriam?
