The research is based on a qualitative study based on semi-structured interviews and the collection and analysis of documentary sources. It is proposed to show that the technicians, directors, teachers, drivers, workshop participants and families resulted in a more complex and disorderly operation of the programme than that planned at the national and international level. Este artículo estudia los procesos de apropiación local de un programa nacional con financiamiento externo por parte de las poblaciones rurales del norte de la provincia de Entre Ríos. Se trata del Programa de Expansión y Mejoramiento de la Educación Rural que se implementó en Argentina a comienzos de los ‘80. La investigación se basa en un estudio cualitativo a partir de entrevistas semi-estructuradas y el relevamiento y análisis fuentes documentales. Se profundiza en tres aspectos: la periodización del programa, el transporte escolar y los talleres de orientación laboral. Se propone mostrar que los técnicos, directivos, docentes, conductores, talleristas y las familias dieron lugar a un funcionamiento del programa más complejo y desordenado que el planificado a nivel nacional e internacional. Este artigo estuda os processos de apropriação local de um programa nacional com financiamento externo por parte das populações rurais do norte da província de Entre Rios. Este é o Programa para a Expansão e Melhoria da Educação Rural que foi implementado na Argentina no início da década de 1980. A pesquisa baseia-se num estudo qualitativo baseado em entrevistas semi-estruturadas e na recolha e análise de fontes documentais.
