Resumo:The Commissions of Assistance, ruled by the presidents of the provinces, though managed by municipal chambers, became the most representative face of the State during the 1877 droughts for migrants who intruded the main cities of the province trading protection and resolutions for their actual problems. Such commissions had to assist the claiming of members of local elite upon the control of the increasing of free workers, by yielding them to working discipline and insertion into public constructions and agricultural colonies. For that, presidential reports, speeches and talks of the province of Rio Grande do Norte were investigated, along with two local periodicals – “Brado Conservador” and “Correio do Norte”.
