Resumo:The study promotes an analytical reflection on how public resources were made available in the context of the national policy for early childhood education, based on the agreements signed between Brazil and the Organization of Ibero-American States (OEI) and the United Nations Educational, Scientific and Cultural Organization and Culture (UNESCO) for contracting international consultancies. In order to support the arguments, the conceptions of these organizations were consulted. The documents of the Ministry of Education – MEC/SEB/COEDI Management Reports for the years 2012-2013 were analyzed. The construction of the referential and the analyzes were developed in the light of historical-dialectical materialism. Data analysis was characterized as qualitative and was based on documentary research and content analysis. Among the results, it was verified that the public resources were made possible in the perspective of a focused policy, in the logic of cost reduction.
