description The article analyzes the ethical-political management and the contradictions of the community actions promoted in Pro Young Urban (Projovem Urbano) - a Federal program for young people aged 18 to 29 years old, with the purpose of providing the completion of elementary education, initial professional qualification and the youthful protagonism. It is a result of the research conducted between 2015 and 2016 in the municipality of Mesquita / Rio de Janeiro, and included a observation of the Citizen Participation classes and the appliance of questionnaires with open answers to 67 students. Based, theoretically, on the thinking of Antonio Gramsci and Edward Thompson, the study concludes that the precarious conditions of reproduction of the existence make difficult the conformation of the workers both to citizenship in the perspective of the social capital, and to the effective participation in the decision-making spaces. The low institutional political participation of the young people of the periphery is not the result of political alienation, but a product of the objective determinations to which they are subject.

El artículo analiza la dirección ético-política y las contradicciones en el Projovem Urbano - programa federal destinado a los jóvenes de 18 a 29 años, con la finalidad de proporcionar la conclusión de la enseñanza fundamental, cualificación profesional inicial y el protagonismo juvenil. Es el resultado de la encuesta realizada entre 2015 y 2016 en el municipio de Mesquita/Rio de Janeiro, y contó con la observación de las clases de Participación Ciudadana y aplicación de cuestionarios con respuestas abiertas a 67 estudiantes. Fundamentado, teóricamente, en el pensamiento de Antonio Gramsci y Edward Thompson, el estudio concluye que las condiciones precarias de reproducción de la existencia dificultan la conformación de los trabajadores tanto para la ciudadanía en la perspectiva del capital social cuanto a la participación efectiva en los espacios decisorios. Que la baja participación política institucional de los jóvenes de la periferia no es fruto de la alienación política, sino producto de las determinaciones objetivas a que están sometidos. O artigo analisa a direção ético-política e as contradições no Projovem Urbano - Programa federal destinado aos jovens de 18 a 29 anos, com a finalidade de proporcionar a conclusão do ensino fundamental, qualificação profissional inicial e o protagonismo juvenil. É resultado da pesquisa realizada entre 2015 e 2016 no município de Mesquita/Rio de Janeiro, e contou com a observação das aulas de Participação Cidadã e aplicação de questionários com respostas abertas a 67 estudantes. Fundamentado, teoricamente, no pensamento de Antonio Gramsci e Edward Thompson, o estudo conclui que as condições precárias de reprodução da existência dificultam a conformação dos trabalhadores tanto para a cidadania na perspectiva do capital social, quanto à participação efetiva nos espaços decisórios.
