description The article analyzes the relationship between federative coordination and the evaluating State and the ways in which the central government has used collaborative agreements to promote evaluation and accountability measures on subnational units. It is characterized as an exploratory research in which are used as procedures the bibliographic and documentary survey with a qualitative approach. In a reading of the educational legislation, it presents the pacts and the strategies of the Union towards states and municipalities that have made the evaluation a path of intergovernmental relations. It concludes that the relationship between evaluating State and federative coordination is being forged insofar as the evaluation systems are signified by the particular features to a new function of the State, in a scenario of decentralization in which the control of the Union makes possible the federative coordination from results-based agreements, large-scale evaluations, quality of education, public transparency and accountability.

El artículo analiza la relación entre la coordinación federativa y el Estado evaluador y los modos como el gobierno central ha utilizado pactos colaborativos para promover medidas de evaluación y responsabilización sobre las unidades subnacionales. El artículo se caracteriza como una investigación exploratoria utilizando como procedimientos el levantamiento bibliográfico y documental con un abordaje cualitativo. En una lectura de la legislación educativa, presenta los pactos y las estrategias de la Unión para con estados y municipios que hicieron de la evaluación un demarcador de las relaciones intergubernamentales. Concluye que la relación Estado evaluador y coordinación federativa va siendo forjada en la medida en que los sistemas de evaluación son significados por las características propias a una nueva función del Estado, en un escenario de descentralización en que el control de la Unión posibilita la coordinación federativa a partir de pactados en torno a resultados, evaluaciones a gran escala, calidad de la educación, transparencia pública y rendición de cuentas. O artigo analisa a relação entre a coordenação federativa e o Estado-avaliador e os modos como o governo central tem utilizado de pactos colaborativos para promover medidas de avaliação e responsabilização sobre as unidades subnacionais. De abordagem qualitativa, caracteriza-se como uma pesquisa exploratória utilizando como procedimentos o levantamento bibliográfico e documental. Numa leitura da legislação educacional, apresenta os pactos e as estratégias da União para com estados e municípios que tornaram a avaliação um demarcador das relações intergovernamentais. Conclui que a relação Estado-avaliador e coordenação federativa vai sendo forjada na medida em que os sistemas de avaliação são significados pelas características próprias a uma nova função do Estado, num cenário de descentralização em que o controle da União possibilita a coordenação federativa a partir de pactuações em torno de resultados, avaliações em larga escala, qualidade da educação, transparência pública e prestação de contas.
