Resumo:This article focuses on the globalized policies of higher education and its effects on the expansion and financing of education, particularly on the Brazilian education after the economic crisis 2008-2009. The study seeks to ascertain the orientations of international education policies in the 1990s and their influence on the changes process in global and local higher education policies, particularizing the relationship between expansion and financing of higher education, at times of economic crises and fiscal adjustment. We have adopt the idea that the globalization of markets, with the conse- quent impact of public policies, has updated the importance of educational analysis in a comparative perspective, refining theories and methodologies capable of explaining transnational and local trends that shape the functioning of educational systems. The text concluded that the current strategy signals the loss of prestige of higher education in public budgets, strengthening its insertion into the logic of the market.
