This paper analyzes the future of educational policies in the context of Latin America with emphasis on Brazil and Venezuela. It reflects on the relation between the process of imperialist expansion and its constitutional of an unequal society. In the course of this process, educational systems are configured to the extent of the mercantilist model, taking out the content of its social function and generating, then, the phenomenon of exclusion and segregation. This analysis takes as a framework the development of public policies that have been implemented in Brazil and Venezuela since the twentieth century until now, their historical context, their profits, contradictions and the challenges still to be faced from the point of view of teacher training and the pedagogical practice itself. En el siguiente trabajo se analiza el devenir de las políticas públicas educati- vas en América Latina haciendo especial énfasis en el caso de Brasil y Venezuela. Se reflexiona sobre la relación entre el proceso de expansión imperialista y su huella en la constitución de una sociedad desigual. En este transcurso se han ido configurando sistemas educativos a la medida del modelo mercantilista vaciando de contenido su función social y generando, a su vez, el fenómeno de la exclusión y segregación. Este análisis toma como enmarque el desarrollo de las políticas públicas que desde el siglo XX hasta el momento actual se han implementado en Brasil y Venezuela, su contexto histórico, sus logros, contradicciones y los desafíos aún por enfrentar desde el punto de vista de la formación de los docentes y desde la propia praxis pedagógica. O presente trabalho analisa o devir das políticas educativas no contexto da América Latina, dando ênfase ao Brasil e à Venezuela. Ademais, faz uma reflexão sobre a relação entre o processo de expansão imperialista e seu viés de constituição de uma sociedade capitalista. No curso desse processo configuram sistemas educa- tivos na medida do modelo mercantilista, esvaziando de conteúdo sua função social e gerando, por sua vez, o fenômeno da exclusão e segregação. Essa análise toma como moldura o desenvolvimento das políticas públicas, que desde o século XX até o momento atual, são implementados no Brasil e na Venezuela, seu contexto histórico, seus lucros, contradições e os desafios que, certamente, virão, ao encontro da forma- ção dos professores e da prórpia prática pedagógica.
