description Based on public governance and information disclosure by public managers, this study aimed to verify which factors may explain the transparency level of the cities. The sample comprised cities of the Rio Grande do Sul with population over 50 thousand inhabitants, totaling 43 cities. An index composed of 36 itens was developed based on the Fiscal Responsibility Law and the Access to Information Law. Methodologically, the transparency level of the cities was identified through a descriptive analysis, being the average of 71%. Subsequently, to identify the factors that explain the transparency level the cities obtained, a multiple linear regression was methodologically developed, comparing the explanatory variables of the transparency level addressed in the literature. The results of the statistical model indicate the Firjan Index of Municipal Development as the only factor with significance to explain the transparency level of the cities, assuming that citizens with better health and education conditions and good employability have better conditions to exert social control over municipal governance.

A partir de la gestión pública y el suministro de información por los gestores públicos, este estudio tuvo como objetivo determinar qué factores pueden explicar el nivel de transparencia de las ciudades. La muestra constituida por los municipios del Estado de Rio Grande do Sul con una población por encima de 50 mil, ascendió a 43 ciudades. Un índice compuesto por 36 elementos en función de la Ley de Responsabilidad Fiscal y la Ley de Acceso a la Información fue construido. Metodológicamente, se encontró el nivel de transparencia de los municipios a través de un análisis descriptivo, siendo el promedio de 71%. Por segundo, para identificar los factores que explican el nivel de transparencia, establecer una regresión lineal múltiple, que relaciona las variables explicativas del nivel de transparencia abordado por la literatura. Los resultados del modelo estadístico indican que el Índice FIRJAN de Desarrollo Municipal es el único factor que fue estadísticamente significativo para explicar el nivel de transparencia de los municipios, en el supuesto de que los ciudadanos con una mejor salud, educación y empleos de calidad, tienen mejor capaz de ejercer control social sobre la gestión municipal. A partir da governança pública e da disponibilização de informações por parte dos gestores públicos, este estudo teve por objetivo verificar quais fatores podem explicar o nível de transparência dos municípios.  A amostra foi constituída pelos municípios do Estado do Rio Grande do Sul com população acima de 50 mil habitantes, totalizando 43 cidades. Foi construído um índice composto por 36 itens, baseado na Lei de Responsabilidade Fiscal e na Lei de Acesso à Informação. Metodologicamente, apurou-se o nível de transparência dos municípios através de uma análise descritiva, sendo a média de 71%. Posteriormente, para identificar quais fatores explicam o nível de transparência, configurou-se uma regressão linear múltipla, confrontando as variáveis explicativas do nível de transparência abordadas pela literatura.
