| Resumo: | Resumo: o estudo teve como objetivo verificar em que medida as percepções dos usuários e profissionais de saúde, em relação às ações realizadas pelo Programa de Saúde da Família (PSF), na Unidade Mista de Felipe Camarão - Natal/RN, refletem efetivamente a evolução dos indicadores sociais de atenção à saúde da criança menor de cinco anos, no período de 2000 a 2004. O PSF é uma política social do governo federal brasileiro implementada nacionalmente mediante convênios com governos estaduais e prefeituras, com o propósito de melhorar as condições sanitárias e de saúde das populações de baixa renda, através de ações de caráter preventivo e de promoção da saúde. A metodologia empregada foi a comparação da avaliação dos usuários e profissionais de saúde, da Unidade Mista de Felipe Camarão, sobre as ações do Programa relativas às crianças menores de cinco anos com as estatísticas referentes a cada tipo de ação, em nível local. .Foi selecionada uma amostra de 163 famílias de baixa renda e com crianças menores de cinco anos, de um total de 285 famílias cadastradas no local pelo Programa, às quais foi aplicado um formulário de pesquisa. Com relação aos profissionais de saúde, outro formulário de pesquisa foi aplicado.#$&Os resultados evidenciaram que os usuários e profissionais de saúde, mesmo considerando deficiências infra-estruturais, fazem uma avaliação positiva das condições de funcionamento da Política. Ao mesmo tempo, os usuários avaliaram que o PSF contribui para a saúde das suas crianças, apresentando igualmente repercussão positiva sobre a saúde das famílias do bairro. O levantamento estatístico evidenciou uma evolução positiva em todos os indicadores relativos à saúde das crianças menores de cinco anos, em termos locais principalmente, mas também em nível regional e nacional. A conclusão, sob as restrições determinadas por um estudo de caso, evidencia uma convergência entre as percepções dos usuários e profissionais de saúde e as estatísticas existentes de ações do PSF, relativas às crianças menores de cinco anos, conduzindo a uma avaliação de efetividade.#$&Abstract: The initiative of promoting of the health was diffused by leavell and Clark, when it was verified that the traditional model of attention to the health wasn't solving the man's vital problems. Before this, international conferences began to emerge at several countries with the intention to lift the discussion on the subject and to create a pact among the nations for the development of healthy public politics capable to promote the health, centering the actions in the prevention of diseases, in the improvement of the quality of the individual's life and in the preservation of the ecosystem, as well as to find techniques and methods for evaluation of those politics. In Brazil, the public politics of health are guided, according to the Federal Constitution of 1988, for the beginnings of universality and justness in the access to the actions and services and for the guidelines of decentralization of the administration, of integration of the service and of the community's participation. In this sense, it is implanted in 1994 the Program of Family's Health (PSF) as an alternative of attendance to the health different from the traditional model. In Natal, PSF was established indeed in 1997, focused in the expansion of the basic cares of health and returned to groups of larger social risk. Until the year of 2004, the city, divided geographically in the Districts Norte, South, West and East, counted with 101 Teams of Family's Health (ESF's), giving covering to the population in the fields of attention to the health of child, adolescent, adult, senior and woman as well. For the ends of this study, it was chosen the District West of Natal, focusing the investigation in Felipe Camarão's Mixed Unit, located in the neighborhood of same name, which was the first among the others, to implant the Program and to possess the largest number of registered children and of linked professionals of health to PSF.#$&Thus, it is drawn as objective verifies how the users' perception and professionals of health about the actions accomplished by PSF, in Felipe Camarão's Mixed Unit, of the District West of Natal/RN, reflects the evolution of the indicators of attention to the five year-old smaller child's health, in the period from 2000 to 2004. The research methodology used was quantitative, exploratory, and descriptive, as well as bibliographical investigation, field research, documental, and case study, that were essential contributions and aided in the evaluation of the effectiveness of PSF, in that Unit, particularizing the level of attention to the five year-old smaller child's health. The research detected that, in general, the users and professionals of health, even considering some deficiencies infra-structural makes a positive evaluation of the operation conditions and of the actions developed by the Program in the Unit. It also verified that, in certain way, the users notice that PSF has been contributing to the health of their family and of the spill of the neighborhood, provoking, besides, cultural changes and behaviorists. Finally, it was verified that all of the actions of the Program, taking as parameter the year 2000 and the year 2004, had positive evolution of their indicators, and, that this can be direct reflex of the users' evaluation and professionals involved in the politics resulting in an effective result. |
